The Regent Law Review published Attorney Brown’s academic, student note (article) on the emerging intersection of greenhouse gas regulations and local land use regulations. The article analyzes 42 U.S.C. § 7431, and its potentially limiting effect on federal greenhouse gas regulations that involve local land use issues. See Shannon Brown, Note, A Fly in the Ointment: Why Federal Preemption Doctrine and 42 U.S.C. § 7431 Do Not Preclude Local Land Use Regulations Related to Global Warming, 23 Regent Law Review 239 (2010-11). Attorney Brown wrote the note while in law school.
